This is the first legal step implemented in accordance with China's "Entry and Exit Animal and Plant Quarantine Law" and "Food Safety Law". U.S. rice trade with China must complete the following legal steps: First, U.S. rice production and processing enterprises that intend to export rice to China need to register with the U.S. government and recommend it to the General Administration of Quality Supervision, Inspection and Quarantine of China. Enterprises approved by the General Administration of Quality Supervision, Inspection and Quarantine of China can export rice to China. Second, in order to prevent the introduction of harmful organisms, the US needs to fumigate the rice exported to China produced by qualified companies, and the technical conditions such as fumigation drugs and methods need to be evaluated and confirmed by Chinese experts. The above three steps are indispensable. At present, only the first step has been completed, and the US rice trade with China cannot be carried out.
